Bill Silva graduated from Carmel High School before serving in the South Pacific as a supply corps officer during World War II. After the war he returned to California to pursue his business goals and formed Citizens Realty & Development. From real estate brokerage to investment properties and general contracting, that first enterprise grew into a network of companies which included Woodman Development Company, Inc. as the flagship of operations.
